Why and how to apply for a phytosanitary Certificate

Why do you need a phytosanitary certificate?

All agricultural products destined for export (whether commercial or non commercial) are subject to phytosanitary inspection and certification in order to ensure that the products are free from harmful pests and diseases.

Phytosanitary certification and inspection of plant and plant products for export are carried out in conformity with the requirements of the quarantine regulations of the importing country.

Issued by the FAO, this standard describes principles and guidelines for the preparation and issue of phytosanitary certificates and phytosanitary certificates for re-export.

How to apply for a phytosanitary certificate?

Apply for a phytosanitary certificate

All applications for a Phytosanitary Certificate should be made online.

Kindly note that:

  1. First time applicants are requested to register on the Portal by submitting the required information.
  2. Payment can be effected online or by cash. Kindly note that for online payment, a valid credit card or any online enabled card is required.
  3. Applicant will be notified by email when to do the payment. You will be required to sign into your account on the SPS Information Management Portal and effect payment.
  4. Applicant can afterwards view the progress of his application from the dashboard.

Issue of Phytosanitary Certificate

Issue of phytosanitary certificate

Phytosanitary Certificates will be issued electronically.

A notification will be sent to you by email when your Phytosanitary Certificate will be ready for download. You will be required to sign into your account on the SPS Information Management Portal to download your Phytosanitary Certificate.

Please note that:

Consignment should be clean and free of soil, pests and diseases. A copy of the Plant Import Permit (wherever applicable) issued by the importing country should be produced.​

For perishable commercial consignments

Exporters or agents wishing to export fresh agricultural products should notify the Officer in Charge at

  • Reduit Office,
    Tel: 464-4872 / 466-9067, at least 48 hours prior to actual date of shipment.
  • The exporter or his agent shall present the consignment either at the plant quarantine office or arrange for inspection at his premises / packing house. Transport, labour and other facilities for opening, sampling, repacking etc. shall be borne by the exporter.
  • Following inspection, a phytosanitary certificate will be issued to the exporter.
  • Kindly note that a phytosanitary treatment may be required before issue of Phytosanitary Certificate.

For non perishable commercial and non commercial consignments

Exporters may call during office hours either at our main office at Reduit or at any one of our sub offices located at the SSR International Airport and Port Louis Harbour.
